《普通高中体育与健康课程标准》“2017年版”对“实验版”的继承与发展
摘 要:《普通高中体育与健康课程标准(2017年版)》(以下简称《课程标准(2017年版)》)历时3年多的修订,于2018年1月正式颁布。为了使广大体育教育工作者更好地理解课程标准的精神和主要内容,深化体育与健康课程改革,对《课程标准(2017年版)》与2003年4月颁布的《普通高中体育与健康课程标准(实验)》(以下简称《课程标准(实验)》)从课程性质与基本理念、学科核心素养与课程目标、课程内容、学业质量与学习评价、实施建议等方面进行较为全面的比较和深刻的分析,旨在分析两者之间的异同,从而继承《课程标准(实验)》倡导的思想和方法,使优秀的经验和成果发扬光大,确保课程改革的连续性;同时学习和理解《课程标准(2017年版)》提出的新思想和方法,并通过研究和实践努力解决教学中存在的问题,促进本课程更好地发展,为落实立德树人根本任务,促进学生全面发展作出贡献。

Abstract:Over more than three years’ revision, the Ministry of Education formally issued the National Physical Education and Health Curriculum Standards (2017 Edition) of High Schools in January 2018 (hereinafter referred to as the Curriculum Standards (2017 Edition)). In order to make the physical education practitioners better understand the spirit of curriculum standards and main content, deepen the reform of physical education and health curriculum, this paper makes a comparatively comprehensive and profound analysis of the Curriculum Standards (2017 Edition) and the National Physical Education and Health Curriculum Standards (Trial Edition) of High Schools (hereinafter referred to as the Curriculum Standards (Trial Edition)) issued in April 2003 in terms of curriculum principle and basic idea, subject key competence and curriculum objective, curriculum content, achievement quality and learning evaluation, implementation recommendations, aiming to make readers understand the similarities and differences between this two standards, and inherit the thought and methods of Curriculum Standards (Trial Edition), so as to carry forward the excellent experience and achievements and ensure the continuity of curriculum reform. At the same time, people should learn and understand the new ideas and methods of Curriculum Standards (2017 Edition), and through study and practice to solve the problems in the teaching of physical education, to promote better development, and provide the unique contribution to implement the fundamental task of setting high moral values and cultivate person and promote the all-round development of students.

2014年底,教育部同時启动了对普通高中20个学科课程标准的修订工作。作为普通高中课程重要组成部分的体育与健康课程,与其他课程共同在教育部的直接领导下,在综合专家组的指导下,体育与健康学科修订组专家历时3年多,在总结15年以来普通高中体育与健康课程改革的成功经验,针对课程改革中存在的问题,结合国际体育课程发展趋势的基础上,经过广泛的调研和充分讨论,对《普通高中体育与健康课程标准(实验)》(以下简称《课程标准(实验)》)进行了全面修订和完善。教育部于2018年1月正式颁布了《普通高中体育与健康课程标准(2017年版)》(以下简称《课程标准(2017年版)》)。《课程标准(2017年版)》既继承了《课程标准(实验)》的主要思想和方法,又对《课程标准(实验)》进行了创新和发展。本文主要对《课程标准(2017年版)》与《课程标准(实验)》的主要内容进行比较和分析,旨在了解前者在哪些方面做了继承,在哪些方面做了创新和发展,这有助于增进对《课程标准(2017年版)》的认识和理解,对于一线体育教师深化体育与健康课程实践方面的改革也具有启示作用。
