Abstract： We followed the quality strategy of foreign trade for more than 20 years，and the import and export of goods trade has been the first in the world. But China is still a major trading nation， not a power trading nation. During the 13th five-year plan， the foreign trade of our country is in a critical period of innovation， transformation and upgrading. Analyzing the problems of implementation of the quality strategy， has put forward the foreign trade enterprises should improve the quality throughout every link on the macro level. Governments at all levels should take the supply-side structural reform as an opportunity to do the parks’ “add， subtract， multiply and divide”.In the meantime， we should strengthen the quality evaluation guide， and strive to achieve a breakthrough in two key problems of brand and standards，effectively promote the comprehensive and in-depth implementation of quality strategy， to speed up the major trading nation to a power trading nation.
